How to force a computer restart, not shut down (XP)

I have a Windows XP SP2 virtual machine that can be accessed through VNC. It also launches Deep Freeze, so there should not be any problems with rebooting it. I’m looking for a way to force the operating system to reboot, instead of shutting down or completely removing the ability to turn off the machine using software applications (for example, the usual way from the Start menu, shutdown programs, or other user programs).

To remove the ability to close, it is best to create a group policy for a group of users / users and indicate that they can only reboot the system. I have done this in the past to make sure that only the administrator account can turn off the computer. this prevented me from mistakenly shutting down the remote computer at 2 a.m. when I wanted to restart it.

In XP, there is a DOS command called shutdown. If you type shutdown /?from the command line, you will see the options available. With this, you can create a batch file.
