Any recommendation on translation / localization tools in .NET?

We used Passolo for a number of years, but it was uncomfortable and overpriced.

It should be able to handle winforms and WPF ....

Are there any open source alternatives?

In your question, you could clarify exactly what aspects of translation / localization you need. Do you need help extracting lines from code? Tracking the misuse of non-localizable String.Formats in code (i.e. Mm / dd / yyyy vs dd / mm / yyyy)? Help manage all resources after they are extracted? Helps manage the actual translation process while working with translators?
