Average user download speed

Any ideas what the average user download speed is? I am working on a website that broadcasts video, and I am trying to figure out what the average download speed is for determining quality.

I know that I can compare apples to oranges, but I'm just looking for something to get the foundation for a start.

Speedtest.net has many features, broken down by country, region, city, and Internet service provider. I’m not sure of the accuracy, because it is based only on the fact that people use their service “bandwidth measurement”.

If I use your site, "medium" does not matter. All I care about is MY experience, and therefore you need to either adapt the site, the design for a fairly low speed (iPhone 2G will deliver you 70-80 kbps, if you're lucky, take one general case), or be very clear about the requirements so that I can decide whether my connection will work or not.
