Connecting Private IPs

Question

A friend of mine told me that there is a way to connect two private IP addresses without using a proxy server. The idea was that both computers are connected to a public server and some, like the server joined private connections and will not use more bandwidth.

It's true? What is the name of this method?

There is a technique called " Hole Hole" that works well with NAT "Cone" (Cone is a technical family router). This is not a 100% method, today it works well with UDP on about 80% of the router.
