Is SOAP now a legacy technology?

Are people still writing SOAP services or is it a technology that has gone through an architectural shelf life ? Do people return to binary formats?

An alternative to SOAP is not a binary format.

I think that you see a surge of desire to leave WS- * complexities in favor of REST and JSON, because they are much easier to use and do not require the use of frameworks. The problems that WS- * is supposedly trying to solve are not problems for most users, but they must pay for complexity in any way.
