The last thing I looked at Sphinx, it had problems with the 8khz sound, which resulted in a really bad job. There are not many people talking about the successful deployment of Sphinx in real life, but you may be able to get it to work with some amazing efforts. See here for more info:

The closest to open-source that really works is to use LumenVox with Asterisk. Asterisk is an open source PBX that you can use to integrate with a VoIP service or gateway, or even with PSTN. LumenVox is a commercial speech engine that integrates with Asterisk:
