Optimization for low bandwidth

I am tasked with developing a web application that displays very large geographic data. And one of the requirements is that it must be optimized, so a PC still located on dial-up phones distributed in the suburbs of my country can also use it.

Now I am allowed to use Flash and / or Silverlight if this helps with a limited development time and user interface.

The bulk of the geographic data is fragmented and uploaded as maps in Google Maps, but that means I need a lot of HTTP requests.

Should I go only with javascript + HTML? Can I get a faster application for Flash / Silverlight? Since I can make some kind of complex algorithm for these two technologies (for example, DeepZoom). Deploying a desktop application, however, is out of the question since we do not have such facilities for maintenance.

It just has to be fast ... very fast ..

ps faster in the sense of "faster download"

Is something like Gears acceptable? This will allow you to store data locally to limit repeated requests.

I would also stay away from flash and Silverlight and immediately switch to javascript / AJAX. jQuery is a ton of fun.
