I am developing a Reporting Services solution for the DOD site. Often I will have a report and you want to have Service as the parameter (in addition to other similar everyday, but repeating parameters, such as the fiscal year, the effective date of the data, etc.). Basically everything that I saw in SSRS 2005 says that this is impossible ... but I personally refuse to believe that MS will be so stupid / naive / short as to leave something like sharing datasets from reports.
Is there a clumsy (or less awkward way) to share datasets and still keep the report server happy? Will SSRS2008 do this?

I guess this is unclear. I have a summary of reports. Since I am in a DoD environment, one of the common parameters for these reports is Service (army, navy, etc. For those non-US users). Because the "Business Rules" force me not to use stored procedures; Is there a way to make 1 dataset and link it to various reports? Will the 2008 report support something like this? I'm sick of re-entering the same query into a bunch of reports.
