Holo lens development in unity and windows 7

Question

I am trying to develop a sample application for HoloLens , but the problem is that my Unity build button is disabled for the UWP assembly and it says that you need windows 8 or more for this assembly .

I checked the Prerequisites for creating HoloLens and it supports Windows-7 , but I can’t understand why I get the Windows-8 error?

I have Unity 2017.1.1 and Unity 5.6.2, Windows-7, Windows 10 SDK installed on my system.
