CloudKit Offline Sync

I am working on a CloudKit application. Can I use it fetchAllLongLivedOperationIDsto process offline changes?

What use longLivedOperationWasPersistedBlock?

I see that longLivedOperationWasPersistedBlockis called even when the application is offline

To work with CloudKit, you must be online. While offline, you receive a CKError and Internet Connecction error message.

fetchAllLongLivedOperationIDs returns only identifiers of operations that are performed or completed in a short period of time.
