What does Fast 3G mean?

There are various ways to throttle a network connection in the Chrome browser developer tools to emulate different types of connections.

These menus are for selecting the type of connection used to display the speeds and latencies that will be used to simulate each type of connection.

Now, at least with Chrome 64, useful information about speed and latency has been removed.

I tried duplicating the numbers from the first image for regular 3G and good 3G in my own profiles to make sure that they match the settings for slow 3G and Fast 3G from the first image, but I have significantly different results for DOMContentLoaded and Load time between presets and mine user profiles.
