As in the subject. What is responsible for what the notification looks like? Is it a browser or an operating system?
I am sure that one way or another, for two reasons:
1. Chrome, Firefox or Opera show completely different notifications
2. All of the above look different on different platforms (Win, OSX, Linux)
As far as I know, this is a working service browser that is responsible for handling the event push, so I assume that it is also a browser that “stylizes” the notification, but it does not explain to me why it looks different on different platforms. Especially when the same notification in the same version of Chrome looks, for example, on Ubuntu Mate and Arch + KDE Plasma.
So my question is what determines its appearance? If the browser, then why is the notification different from different OS? If it's an OS, then why does it look different in every browser?
