Where is config.yml for the FOSUserBundle configuration located in Flex?

I am trying to include FOSUserBundlea symfony application. doc mentions the file app/config/config.yml, but it is not in my application. I think because I have a Flex structure.

Does anyone know where I should put the configuration fos_userin my application?

The configuration file must be config/packages/fos_user.yamlusing the symfony flex structure.

The recipe friendsofsymfony/user-bundle transfer request is still not merged from 2018-01-25.
