Import html from typescript using webpack

I am trying to import html into a variable in typescript using webpack.

Here is my setup:

I have been doing this for half a day, so you can be sure that template.htmlthis is where it should be.

From what I understand from the webpack configuration, the html loader must first process the file, so it must load the contents of the html file into a variable. At least it was used to work with es6 ...

Can anyone tell me how to load html into a variable using webpack / typescript? Or at least what's wrong with my approach.
