Kernel Asp.net Localization does not perceive a culture other than English

I am creating an Asp.net core 1.1 application with localization by URL.

I downloaded the solution at https://github.com/hoangnguyenxuan/Spouse/tree/master/VoiConShop

Everything works without errors. However, now it’s just English culture. If this is illegal, simply posting a link to the solution, I will post the code here.
