Association Direction in Use Charts

What is the meaning of the direction of the association between the actor and the use case in the UML use case diagram? Is this the direction of the data stream or the direction of the control flow ? Does the standard know about this?

No. This association is normal, the connection between the actor and the use has no direction. See Image extracted from the norm.

Usage: if the actor is on the left, it means that the "main actor" is the actor who activates the use case. If the actor is on the right, this means that the actor is secondary: he participates in the use, but does not activate it.
