Bootstrap navbar-toggler-icon does not appear, but it works fine

I am trying to run my boot navbar in my mock steering wheel file. I noticed some strange things happening with bootstrap, and this is no exception. As soon as I hide my window to the size on which the navigator indicator icon should be displayed, it is not visible, but it still functions there as it should, I just do not see it.

Here is my entire layout.hbs class:

<!DOCTYPE html>
<html lang="en">
  <head>
    <!-- Required meta tags -->
    <meta charset="utf-8">
    <meta name="viewport" content="width=device-width, initial-scale=1, shrink-to-fit=no">

    <!-- Bootstrap CSS -->
    <link rel="stylesheet" href="https://maxcdn.bootstrapcdn.com/bootstrap/4.0.0-beta/css/bootstrap.min.css" integrity="sha384-/Y6pD6FV/Vv2HJnA6t+vslU6fwYXjCFtcEpHbNJ0lyAFsXTsjBbfaDjzALeQsN6M" crossorigin="anonymous">
    <link rel="stylesheet" href="/stylesheets/style.css">
  </head>
  <body>
    <nav id="navigation" class="navbar navbar-inverse">
      <a class="navbar-brand" href="#">Navbar</a>
      <button class="navbar-toggler" type="button" data-toggle="collapse" data-target="#navbarSupportedContent" aria-controls="navbarSupportedContent" aria-expanded="false" aria-label="Toggle navigation">
        <span class="navbar-toggler-icon"></span>
      </button>

      <div class="collapse navbar-collapse" id="navbarSupportedContent">
        <ul class="navbar-nav mr-auto">
          <li class="nav-item active">
            <a class="nav-link" href="#">Home <span class="sr-only">(current)</span></a>
          </li>
        </div>
    </nav>
    {{{body}}}
    <script src="https://code.jquery.com/jquery-3.2.1.slim.min.js" integrity="sha384-KJ3o2DKtIkvYIK3UENzmM7KCkRr/rE9/Qpg6aAZGJwFDMVNA/GpGFF93hXpG5KkN" crossorigin="anonymous"></script>

  </body>
</html>

Here is an example of what is happening: An image of what is happening I was told that changing the navbar class to navbar-inversewill be displayed, but I was also out of luck.
