Problems creating a bot using the Understanding Intelligent Service Template language

Question

After entering the application identifier and password, I selected "Language that understands the intelligent service template" and clicked the "Create" button, which displays the download page, and then was permanently stuck at this step.

Can someone tell me why this happened?
