ConstraintLayout uses <include> with <merge>

I'm having trouble using tags inside ConstraintLayout too.

I want to create a hierarchy with a flat representation (hence constraints), but still there are elements that can be reused. Therefore, I use <include> in my layout and <merge> in included layouts to avoid nested layouts (especially avoiding nested ConstraintLayouts).

So, I wrote the following: Parent layout

Obviously, the constraints that I put in the tag are overridden by the constraints in the included layout.

Is this the expected behavior? If so, how should we support flat layout using <include> and ConstraintLayout?
