Hyperleger Sawtooth Lake - Intel Only?

I understand that the hyperlegeric sawtooth lake uses new safe CPU commands to achieve Proof of Elapsed Time (PoET)

Does this mean that the sawtooth hyper-lake can only be used with Intel hardware? Can other chips be used?

Short answer: None. Sawtooth is not just Intel.

Hyperledger Sawtooth is a hardware neutral blockchain. It contains an optional SGX feature to enhance consensus.
