Dicom VR OB and maximum OW length

Question

I would like to know what is the maximum size of the value length field for OB VR and OW. I know that its currently 2 ^ 32 (32-bit application). I want to know, in a 64-bit application it will be 64 bits? I mentioned the dicom standard (DICOM PS3.5 2014c - Data Structures and Coding). I had no idea. Since we want to store huge data without an image (more than 4 GB), I would like to know if this is possible.

The maximum tag size is dictated by the DICOM standard, not the processor architecture on which the DICOM library is compiled or used.
