Android Studio 2.3 emulator freezes / crashes

I am upgrading from studio 2.2 to 2.3, and an emulator appears here showing that “Android is starting” in different quantities, for example, “Optimizing the application 22 of 45”. he freezes.

Restart is not possible because I cannot complete "qemu-system-i386.exe" (access is denied).

I already uninstalled the version 26 emulator (version 25 had the same problem) with the SDK manager (even Undeleted ... \ AppData \ Local \ Android \ sdk \ emulator) and reinstalled it and did many other things but nothing helps. Any ideas how I can debug the problem (can I set a longer timeout anywhere, if that is the reason)?

Since even after installing the SDK it causes problems. Download 2.3 Fresh again and tell if it works.

Updates can create a problem, just to make sure of it and publish the result.
