Do not receive notifications from FCM Firebase cloud messages when an application is called from the last list of applications in OnePlus 3

I am using OnePlus 3 (7.1.1) There is one problem of not receiving notifications when the application is cleaned from a recent task (it becomes dead), and then after I press the notification from the Firebase console, it will not receive any notification.

Any solution? The same thing happens with vivo, oppo, huwai, xiomi, redimi, MI

And the same code works great with Sony, Samsung moto.!

Go to INSTALLATION - ADDITIONAL INSTALLATION - APPLICATION MANAGEMENT - AUTOMATIC CLEANING - DISABLING AUTOMATIC CLEANING

Go to SETUP - BATTERY - OTHER - select the application you want to save the notification - disable the WARNING FREEZE APPLICATIONS

SETUP - NOTICE AND BAR STATUS - SERVICE NOTICE - select applications - enable PRIORITY NOTICE

SETUP - BATTERY-> Low power mode is turned off
