Slack Channel / User Ids and chat.postMessage

Question

The Slack API documentation indicates that user_idit is not globally unique here and this post seems to indicate that it is channel_idnot necessarily unique.

Now my question is about the API endpoint chat.postMessage. A channel is required channel_idor user_id, but has no way to specify a command. So, can we, as the caller, still think that they are truly unique? The message above is over a year old and I have not found any updates, so I don’t know if this assumption remains.
