How to lower the base using bondage?

I am trying to install a program called clanki on Windows 10. In it, the installation document says that I need to use 'cabal install clanki ". I downloaded cabal, then ghc. Now I am faced with a version problem for the package base.

So clanki requires the base to be older than 4.9 (the stack says this more clearly than cabal), and then I would like to downgrade the base to 4.8.2.0. When I try ghc-pkg unregister base, it does not allow me. Even with --force:

As I mentioned, I also tried with glass, but in the end it also comes down to the wrong version of the database. How can I downgrade this package?
