Is it possible to add static styles. Css enable via HtmlWebpackPlugin?

Question

Basically, I would like to have a string

<link rel="stylesheet" href="./customStyles.css">

which will be the last in style properties.

customStyles.css dynamically generated on the server (not via webpack)

so I just want to insert this html line and make sure that it will be after all automatically generated ones are turned on .

when I just put it in my head, I:
