Difference between Google App Engine Flexible and Google Container Engine?

Specifically for a Docker-based deployment, what are the differences between the two? Since the Google App Engine Flexible application now also supports Dockerfile-based deployment as well as a fully managed service, it seems to be the preferred option rather than setting up Kubernetes deployment in a container, right?
