Exclude queue from employee delayed_job

In delayed_jobs, you can run a worker for specific queues. I can not find examples / documentation on how to start a worker and exclude a specific queue.

I am trying to have 1 worker for super high priority and 1 that handles the rest.

Is this the only way to achieve this by indicating which queues relate to the one who works? Can't create an empty worker that starts all queues except queue_x?
