Google Play: can not send products, because the "project release in production already" what to do?

Question

I am trying to release a new version of my application in the Google Play Console.

I have one version that I did not release, and then I downloaded a new beta version that I want to release.

When I click the RELEASE TO PRODUCTION button, I get the following message:

"To enter production, make sure you do not have a production project in production already."

If I try "RELEASE TO PRODUCTION", then in the previous version I get the same message. How can I break this loop? any ideas?
