Plugin-under-test-metadata.properties not created by Gradle TestKit when running tests in IDEA

I am using Gradle 3.3 and trying to test a custom plugin using JUnit and Gradle TestKit. build.gradleI have a plugin

It seems like this is all that is required by https://docs.gradle.org/current/userguide/test_kit.html#sub:test-kit-automatic-classpath-injection and sample automaticClasspathInjectionQuickstart.

However, this test is not in withPluginClasspath()(EDIT: when run in IDEA, it works from the command line) using the following stack trace (in my understanding, it plugin-under-test-metadata.propertiesshould be created java-gradle-pluginautomatically):
