Favicon not showing in Google Chrome

Question

For some reason, my icon does not appear on my Chrome tab. Of all the articles I read, I write code correctly. It works in Firefox. I also cleared my cache and tried the incognito window and still can't see it.

When I go: local: 8080 / favicon.ico I see an icon.

Here is my code in the HTML header:
