React Webpack - Error: the module is not a loader (must have a normal or tonal function)

Error:

It seems that some of them worked ( https://github.com/webpack/webpack/issues/3180 ) by adding the -loader extension for modules, however for me it still doesn’t allow,

I think using react-hot-loader/webpack

loaders: ['react-hot-loader/webpack', 'babel-loader?presets[]=react'],
