I try to connect to MySQL remotely using pymysql and I get an error message:
(2003, "Can't connect to MySQL server on 'ip address' ([WinError 10061]
No connection could be made because the target machine actively refused it)")
In my my.cnf file, I have a binding address of 0.0.0.0, but skip-networking is not. Running "sudo netstat -atn" shows that port 3306 only listens on localhost:

I restarted everything several times. I do not think this is a MySQL authentication problem. I have my host set for% users. How to configure the server to listen to any address on 3306, and not just 127.0.0.1?
