Android Instant-release does not include basic APK

Question

We are preparing to publish an instant apks application for playing the store through the "Instant app development" channel for testing. When we sign an instant application (using the same keystore as for the installed application), you get only one apk module inside the zip folder (instant-release.zip), which gives an error when loading into the Play Store, complaining about "your APK Instant App must contain at least one base APK "

In any case, we can see the expected structure in instant debugging mode.
