There was the same situation today after my VS was unable to upgrade and needed a complete clean installation. During the installation process, he was stuck on "Finish installation ... (still going ...)", but after 10-15 minutes, he began to ask the user password several times and completed the installation. Everything works as expected. Take a cup of coffee and relax, this is my advice to everyone who is experiencing this :)
