The height of the border changes the size of the pixel when zoomed

Question

The height of the border around an element on my page changes its height when zoomed in on a page. The border is defined as 1px. I see a resize problem in Chrome and IE, but not in Firefox. What is the source of this problem? The corresponding css is below.
