In CrafterCMS, how to set up a mail server?

In CrafterCMS , I try to set up a mail server, in the documentation I see two different locations for overriding related properties:

Is this a mismatch of the document or do they have different goals?

To configure Studio Email features, use this file. TOMCAT/shared/classes/crafter/cstudio/extension/server-config.properties
