The beacon makes your browser connection slower to check how your application will work on a slower 3G connection (simulating someone on a slower mobile connection). Therefore, if you simply download your web application to your desktop browser (or even your mobile browser because your connection is likely to outperform a simulated connection), it will be significantly faster than the Lighthouse simulation.
As for the first paint, the first thing I'll start looking for is the PRPL template -
https://developers.google.com/web/fundamentals/performance/prpl-pattern/
- as well as a deep look at the Lighthouse report, because it actually tells you what you can optimize in your application if your score is not perfect.
