"Header files or libraries not found for jpeg" by installing Pillow on Alpine Linux

I am trying to run Python Scrapy in a python: alpine based Docker container . This used to work, but now I would like to use the Scrapy Image Pipeline, which requires me to install Pillow.

As a simplified example, I tried the following Dockerfile:

However, when I try to build this, I get an error that contains the following:
