Acrylic imitation in a Win32 application

Question

Microsoft recently announced Acrylic, a glass material in Fluent Design . It is presented only as XAML / UWP, but it looks very similar to glass, except that it can be arbitrarily painted and can be used in flyover control applications, as well as for stand-alone application windows.

The “recipe” shows that it is implemented in XAML itself without being exposed to a wider system.

The related SO question confirms this (it is devoid of specific, technical answers, but implies that acrylic is not available through WinAPI, like glass).
