Google Drive API - download and export file

I need to upload a file via Google Drive and then export it as a different format. For example, download DOCX and export it to PDF. I followed REST quick start and file upload guides. After executing the code, I get an error message:

Fatal error: Throw exception "Google_Service_Exception," message ":" Insufficient permission "

The permission problem, but I don’t know how to fix it. Here is the code I'm using:

Edit: I forgot to mention that the code runs until the last block, it successfully shows the files, and then gives an error in the last 10 lines
