How to install and run Docker CE on OpenSUSE Linux?

Since the β€œnew” Docker release, where CE and EE deviate from a single unified Docker, Docker does not officially support or provide installation instructions for using CE on OpenSUSE, SLES, or Redhat, these are EE-only distributions.

I believe this is a short-sighted decision on the part of Docker - CE should be available for all platforms for which EE is available.

How to install the latest version of Docker CE on OpenSUSE Tumbleweed (or a similar distribution with RPM-based package manager) that only supports Docker EE?
