Colored characters in the HTML header

Question

Using Firefox, I came across a page with multi-colored characters in the title. How to insert colored characters in an HTML tag <title>? What is called this standard?

Update: Apparently, this has something to do with emotion symbols (UTF?). Here is a screenshot:

Instructions for inserting them can be found here . I made a test post on Facebook and it really displays hearts of different colors in the Firefox header.

The colors are like blinking text, you need an escape character like \ 033 or \ x1b
