TensorFlow on Windows: ImportError: no module named '_pywrap_tensorflow_internal'

I am trying to make TensorFlow work on Windows. But after installing Python 3.5 and TensorFlow, I keep getting the following error when importing the TensorFlow module:

This error occurs when one of the libraries (DLLs) that TensorFlow depends on cannot be found. To diagnose such an error, I wrote a script that you can download here ; running the script will print suggestions on what steps to take to fix the error.
