Build step "Windows PowerShell" marked as failure, why?

Question

Below are three PowerShell commands running in Jenkins and the result of the build. Why is this failing? Which team may be unsuccessful? I read this post: How and when does the Execute Shell mark an assembly as a failure in Jenkins? but could not understand. I am not familiar with MS materials.
