Audience Targeting Liferay

I am new to Liferay and I deploy Liferay Targient Targeting -7.lpkg in the deployment folder and restart my server until it displays in Liferay DXP

Then I check in the GOGO Shell where the Laptay audience targeting module is displayed, but in the Resolved state, but when using the diag in this module it does not show the permission report for the package. Unable to find where the problem is. GOGO shell

I do not use GOGO Shell. However, I had a similar problem with the Liferay DXP EE SP1 package. The first time I had to restart my package to target the audience.
