Problem with DatagramSocket on Android 7.1.1

I ran into a very strange problem in QA Google Pixel with Android 7.1.1 (N_MR1). We use a UDP server and client to establish a connection when establishing a TCP connection.

QA reports that Pixel's handshake is not working. After examining Logcat, I found that it UdpServerTaskthrows an exception:

java.net.BindException: Address already in use
at java.net.PlainDatagramSocketImpl.bind0(Native Method)
at java.net.AbstractPlainDatagramSocketImpl.bind(AbstractPlainDatagramSocketImpl.java:96)
at java.net.DatagramSocket.bind(DatagramSocket.java:387)

What I have tried so far:

  • enabled function Reuse address(see code) - no luck
  • forced use of IPv4 (see code) - same thing, no luck
  • in a loop, the range of test ports (32100 - 32110) also does not help. All ports also throw the same exception.java.net.BindException: Address already in use
  • hardcoded IP "0.0.0.0" and "10.1.xx" (see code) - same
  • restartable device, modified WiFi network - also did not help
