SKStoreReviewController is not working

Why is the submit button "SKStoreReviewController" unavailable and does not respond to clicking? Maybe this is due to the fact that I'm in DEBUG mode?

I came across the same question and tried the RELEASE (dev provision & sign) mode. The submit button is also disabled.

Perhaps we are in DEV mode, and the rating is real, so they block sending the rating in dev mode.

I had the same doubts and then asked Apple Technical Support. They confirmed that the button will be turned on during the production process (when the application is active).
