I came across the same question and tried the RELEASE (dev provision & sign) mode. The submit button is also disabled.
Perhaps we are in DEV mode, and the rating is real, so they block sending the rating in dev mode.
I had the same doubts and then asked Apple Technical Support. They confirmed that the button will be turned on during the production process (when the application is active).
