“Yarn setting” causes “network connection problems”

At first I thought that this could be a problem with the proxy. Therefore, I added the settings of the corporate proxy server:

yarn config set proxy http://proxy.dvfu.ru:3128
yarn config set https-proxy https://proxy.dvfu.ru:3128

But nothing happened, there is still a mistake above.
