Equivalent to RxJs

Question

I notice that the publication topic is not implemented in RxJS. Is there a way to simulate something like this? I want to receive only data that is sent after my subscription, without the last value. It is the behavior of the event emitter in angular 2. All other types of objects seem to store the last value and send it.
